St Helens [Facility Name] – MEP Infrastructure Upgrade in Live Environment

Project Overview Barlows was appointed to upgrade the MEP infrastructure at this high-usage public facility in St Helens, working directly with St Helens Borough Council (client and end user).

The project involved a comprehensive refurbishment and modernisation of mechanical, electrical, and plumbing systems to deliver improved efficiency, compliance, and performance—while ensuring the facility remained fully operational throughout. As the busiest facility of its type in the North West, complete closure was never an option, making this one of the most logistically demanding live-site refurbishments undertaken by Barlows.

Key Challenges

  • Maintaining uninterrupted public access and daily operations in a high-traffic environment
  • Coordinating complex MEP upgrades around peak usage periods
  • Implementing detailed phasing, enabling works, and out-of-hours working to minimise any impact on users
  • Managing noise, dust, access restrictions, and safety protocols in a busy public space
  • Balancing modern system requirements (e.g., energy-efficient HVAC, updated electrical distribution, compliant plumbing/hot water) with existing building constraints

Delivery and Collaboration Barlows collaborated intensively with St Helens Borough Council, facility management teams, and stakeholders to develop and execute a robust programme that prioritised continuity of service.

Key delivery strategies included:

  • Meticulous phasing plans to sequence works around daily routines
  • Enabling packages to prepare areas safely and efficiently
  • Extensive out-of-hours and weekend shifts to complete intrusive activities
  • Proactive communication and daily coordination to ensure the facility was open and ready for business each morning
  • Strict adherence to health & safety, infection control, and public safeguarding measures

This approach guaranteed zero unplanned downtime, allowing the facility to continue serving the community seamlessly from start to finish.

Outcome The upgraded MEP infrastructure now provides a more reliable, energy-efficient, and compliant environment, enhancing long-term operational performance and user experience. The project exemplifies Barlows’ specialist expertise in delivering complex MEP upgrades within live, high-volume public facilities—particularly for local authority clients—where logistical precision, minimal disruption, and stakeholder partnership are critical to success.

Barlows were the MEP services subcontractor on the recently completed Holiday Inn Hotel in Blackpool town centre.
We enjoyed working with Barlows and found them to be collaborative, proactive and professional in their approach and they demonstrated experience and knowledge with respect to undertaking hotel MEP services works.
Barlows have also been responsive, attentive and professional when responding to defects that have occurred during the twelve month defects liability period.
