Manchester Art Gallery – Phased Refurbishment of Listed Building

Project Overview Barlows was appointed to deliver the MEP installation (mechanical, electrical, and plumbing) as part of the phased refurbishment of Manchester Art Gallery, a Grade II* listed Victorian building on Mosley Street in Manchester city centre.

This essential building repair and improvement programme, managed by Manchester City Council and partners, marked the gallery’s 200th anniversary in 2023 and focused on safeguarding the collection, enhancing visitor facilities, improving storage and access, and upgrading infrastructure while the gallery remained a living cultural space. Works were carefully phased to allow exhibitions to continue and protect priceless artworks throughout.

Key Features and Scope

  • Upgrades to mechanical systems (HVAC, ventilation, and humidity/temperature control) to maintain precise environmental conditions for art conservation
  • Electrical installations including specialist gallery lighting (low-UV, dimmable, and energy-efficient LEDs), power distribution, emergency systems, and data infrastructure
  • Plumbing and public health enhancements (e.g., modernised WCs, drainage, and services)
  • Integration of sustainable, low-impact solutions to improve energy efficiency and compliance with modern standards
  • Careful routing and concealment of new services within historic fabric to preserve ornate ceilings, plasterwork, and architectural details

The project incorporated measures such as temporary barriers, dust/noise control, climate-monitored zones, and artwork relocation/protection protocols during intrusive phases.

Challenges and Heritage-Sensitive Delivery As a listed building with significant heritage value, the refurbishment presented major challenges:

  • Integrating modern MEP systems into a 19th-century structure without damaging period features
  • Maintaining strict environmental stability for sensitive artworks during works
  • Phased programming to keep galleries open to the public, with exhibitions and events continuing uninterrupted
  • Coordinating out-of-hours working, detailed enabling packages, and temporary protections
  • Balancing building regulations, conservation requirements, and accessibility improvements

Barlows collaborated closely with Manchester City Council, curatorial teams, heritage consultants, and the main contractor (e.g., Robertson Construction for related fabric repairs) to ensure minimal disruption. Daily coordination ensured the gallery remained open, artworks protected, and visitor experience preserved.

Outcome The phased refurbishment has delivered a revitalised Manchester Art Gallery with enhanced environmental controls, improved visitor amenities, and better long-term preservation capabilities—while fully respecting its historic character. The building continues to serve as a premier cultural venue, hosting major exhibitions and welcoming hundreds of thousands of visitors annually.
